cpFSss© is a software supports planners and portfolio managers of construction projects, who work for investors, funding bodies, or engineering bodies in

studying comprehensive project feasibility,
-
determining the best selection between several projects, and
-
considering opportunity cost of the best selection.
Scope covers project influences (±) on Money, Time, Function, Quality, Workers, Society, Economy, Environment, and Geopolitics
Assessment: cpFSss© created a novel method named feasibility factors, which breaks-down project feasibility into feasibility elements, then evaluates these elements via mathematical formulas of feasibility factors.

Inputs are variables of these formulas require inputs in form of percentages and numbers obtained via questionnaires, websites, project data, and estimates. Numbers are converted into percentages using a single mathematical formula.

Outputs are values of project feasibility elements in the following 3 forms, which also are used for comparison between up-to 5 projects:

dual positive and negative values (%) of every feasibility element and overall dual values (%) of every project,
-
single value (%) of every feasibility element and overall feasibility element value (%) of every project, and
-
number (quantity) of feasibility elements of maximum positive and minimum negative values of every project.
Project Types covered are:
Building: (1) Residential, (2) Commercial, (3) Institutional as schools and hospitals and governmental building, and (4) Industrial as factories, workshops, and mills;
Infrastructure: (1) Transportation, (2) Irrigation, (3) Dams,(4) Water and sewer systems,
Environmental: (1) Wetland restoration, (2) Hazardous waste cleanup, and (3) Recycling facilities.
Power: (1) Power Generation as hydro-power plant, wind farms, solar power plants, geothermal-power plant, thermo-power plant; (2) Power Processing as natural gas processing plant and oil refinery; and (3) Power Distribution electro power transmission networks and natural gas transmission network. and
Repair: items restoration of all construction projects during operation phase.
Estimating project costs and duration required for IRR and several feasibility elements are supported via an Excel file.
For applicable WBS, cpFSss© performed the following modifications to groups of the standard ASTM E1557:
(1) adding groups for heavy construction projects,
(2) adding preconstruction and commissioning and closeout groups,
(3) adding a 5th breakdown level to every group, and
(4) maintaining construction order of work items to a large extent.
Predecessors of work items of WBS 4th level are also determined to enable calculating early finish of these items and then the project duration.
